Tendenze evolutive recenti delle Global Value Chains: dalla crisi del 2008 al post-pandemia
La crisi economica del 2008 e, più recentemente, la pandemia di Covid-19 hanno messo in evidenza rischi e vulnerabilità delle Global Value Chains (GVCs). La frammentazione su scala globale delle filiere produttive, la forte specializzazione dei nodi delle reti e l’interconnessione tra Paesi facilitano, infatti, la trasmissione degli shock lungo le catene fino a interrompere le relazioni di produzione e l’approvvigionamento di beni e servizi. Studiosi e organizzazioni internazionali si chiedono se l’espansione delle GVCs stia rallentando e se il modello stia evolvendo verso nuove configurazioni, anche alla luce dei recenti fenomeni di reshoring manifatturiero nei Paesi avanzati. Il lavoro discute scenari e ipotesi sull’evoluzione recente e futura delle GVCs attraverso l’analisi della letteratura scientifica e grigia prodotta dopo il 2008. Prendendo come riferimento i dati statistici sugli scambi di beni intermedi, si analizzano, inoltre, le evidenze empiriche relative agli anni successivi al 2020.
Recent Trends in the Evolution of Global Value Chains: from the 2008 Crisis to the Post-pandemic Era
The 2008 economic crisis and, more recently, the Covid-19 pandemic have highlighted risks and vulnerabilities of Global Value Chains (GVCs). The spatial division of labour on a global scale, the strong specialization of the different players and the interconnection between countries could have an effect of propagation of shocks and disruption of the chains, at the same time affecting the supply of goods and services. Scholars and international organizations wonder if the spread of GVSs is slowing down and if they are evolving toward new frameworks, also considering the recent manufacturing reshoring in many advanced countries. The paper discusses scenarios and hypothesis about the recent and future evolution of GVCs by analysing the scientific and grey literature produced after 2008. Using statistical data on trade of intermediate goods, the empirical evidence for the years after 2020 is also analysed.
