Riscoprire la cooperazione Sud-Sud: vecchi strumenti per nuove sfide globali<\/span><\/strong><\/h3>\n

La cooperazione Sud-Sud (CSS) si riferisce alla cooperazione tra quei Paesi che furono denominati \u00abin via di sviluppo\u00bb per buona parte della seconda met\u00e0 del secolo XX e che fanno parte del Sud globale nella geografia attuale. Storicamente, la rilevanza di questo tipo di cooperazione ha vissuto cicli di auge e di declino, spesso riflesso del potere relativo che i Paesi periferici hanno di volta in volta acquisito o perso, nelle cambianti fasi dell\u2019economia globale. Nelle fasi di auge, la CSS ha quindi incarnato le speranze dei Paesi del Sud globale di costruire una alleanza politica collettiva che potesse sostenere gli sforzi nazionali nella costruzione di uno sviluppo autonomo e non dipendente, mentre nelle fasi di declino \u00e8 stata relegata a strumento di assistenza tecnica. La globalizzazione degli ultimi decenni ha contribuito a rafforzare la crescita economica dei Paesi emergenti, che hanno, conseguentemente, ampliato la loro capacit\u00e0 di offrire supporto nell\u2019ambito del Sud globale, riscoprendo la CSS come un valido strumento di azione internazionale. L\u2019obiettivo di questo contributo \u00e8 quello di introdurre la CSS, descrivere le sue principali caratteristiche, ricostruendo le principali tappe della sua evoluzione e le trasformazioni in atto nelle geografie del potere, mettendo in luce le contraddizioni celate nella retorica del mutuo aiuto. In particolare, l\u2019articolo esplora due casi, quello della Turchia e quello del Brasile, che restano spesso \u00abai margini\u00bb della riflessione sulla CSS.<\/span><\/p>\n

Rediscovering South-South Cooperation: Old Tools for New Global Challenges<\/strong><\/span><\/p>\n

South-South cooperation (SSC) refers to cooperation among those countries that were called developing for much of the second half of the 20th century and which are part of the global South in today\u2019s geography. Historically, this type of cooperation has experienced cycles of rise and decline, often reflecting the relative power that peripheral countries have managed to gain across the changing phases of the global economy. In its upswings, the SSC has also represented a collective self-reliance to build a political alliance that could support autonomous and non-dependent national development strategies; in the phases of decline it has generally been relegated to instrument of technical assistance. The globalization of the recent decades has contributed to strengthening the economic growth of emerging countries, along with a stronger relative power, which have consequently expanded their potential to offer support within the global South, rediscovering SSC as a valid tool for international action. The objective of this contribution is to introduce the SSC into the Italian debate on development, describe its main characteristics, rediscovering its historical trajectories that reflect the transformations underway in the geographies of power, highlighting the contradictions embedded in the rhetoric of mutual aid. The article explores two cases, Turkey and Brazil, generally neglected, to illustrate the way countries (re)appropriate of this concept to shape their international action.<\/span><\/p>\n
